मुख्यमंत्री पुष्कर सिंह धामी द्वारा उत्तराखण्ड राज्य के विकास में दलीय सीमा से ऊपर उठकर पुनः एक कदम और बढ़ाया है। धामी द्वारा समस्त विधायकों को सचिवालय स्तर पर उनके द्वारा प्रेषित प्रस्तावों के निस्तारण में सहयोग हेतु दो आई०ए०एस अधिकारियों को नोडल अधिकारी नामित किये जाने की सूचना देने हेतु धनतेरस / दीपावली के उपहार स्वरूप विशेष पत्र प्रेषित किया है।
विधायकों को अपने क्षेत्र में निरन्तर क्षेत्र भ्रमण करने की आवश्यकता होती है। क्षेत्र भ्रमण के दौरान संज्ञान में आने वाली जनसमस्याओं के त्वरित निस्तारण और क्षेत्र के विकास से सम्बन्धित योजनाओं के प्रस्तावों पर सचिवालय स्तर पर संबंधित विभागों से चर्चा,विमर्श आदि के लिए बार-बार देहरादून भी विधायकों को आना पड़ता है। बार-बार देहरादून आने से जहाँ एक ओर विधायक का जनसम्पर्क एवं क्षेत्र भ्रमण का कार्य प्रभावित होता है, वही दूसरी ओर राजकीय समय व संसाधनों का भी व्यय होता है।
मुख्यमंत्री धामी द्वारा विधायकगणों की इस समस्या का समाधान करने के प्रयास में विधायकगणों के द्वारा समय-समय पर उठाये गये विषय या विकास योजनाओं की प्राशासनिक / वित्तीय स्वीकृति से सम्बन्धित प्रकरणों के त्वरित निस्तारण में सहयोग एवं समन्वय हेतु अखिल भारतीय प्रशासनिक सेवा के अपर सचिव स्तर के दो अधिकारियों को नोडल अधिकारी नामित किया है। कुमाऊँ मण्डल के विधायकों के सहयोग हेतु श्री नवनीत पाण्डे व गढ़वाल मण्डल के विधायकों के सहयोग हेतु ललित मोहन रयाल अपर सचिव मुख्यमंत्री को उक्त दायित्व सौंपा गया है।
दोनों ही नोडल अधिकारियों का दायित्व होगा कि अपने-अपने मण्डल से सम्बन्धित विधायकगण से प्राप्त प्रस्तावों के त्वरित निस्तारण के सम्बन्ध में सम्बन्धित विभागों से समन्वय करते हुए मा० विधायक को वस्तुस्थिति से अवगत कराएं ।
मुख्यमंत्री धामी द्वारा अभी कुछ दिन पूर्व ही समस्त विधायकों से दलीय सीमा से ऊपर उठकर राज्य के विकास हेतु 10-10 विकास योजनाओं के प्रस्ताव आमंत्रित किये गये है और अब पुनः समस्त विधायकों को सचिवालय स्तर पर प्राप्त प्रस्तावों के तत्परता से यथोचित निस्तारण में सहयोग हेतु दो आई०ए०एस० अधिकारियों को इस प्रकार की जिम्मेदारी दिया जाना उत्तराखण्ड के विकास में सबको साथ लेकर चलने का एक और अभिनव प्रयास है,और प्रधानमंत्री नरेन्द्र मोदी के मूल मंत्र “सबका साथ,सबका विकास,सबका विश्वास,सबका प्रयास का उत्कृष्ट अनुकरण है।
